The Missouri Department of Elementary and Secondary Education (DESE) today released the Annual Performance Report (APR) data for school districts around the state. The Francis Howell School District (FHSD) scored 99.3% on the APR, part of the Missouri School Improvement Plan (MSIP 5). Now in its fourth year, MSIP 5 is a more rigorous evaluation tool for rating the performance of Missouri school districts. The FHSD score on the APR has improved every year under the new system, and is one of the highest in Missouri.
The standard of MSIP 5 measures five areas: Academic Achievement, Subgroup Achievement, College and Career Readiness, Attendance, and Graduation Rate. MSIP 5 is used to distinguish the performance of schools and districts in valid, accurate and meaningful ways so that districts in need of improvement can receive appropriate support and interventions, and high‐performing districts like FHSD can be recognized as models of excellence.
The APR also uses multiple years of data to provide an accurate evaluation of school districts and charter schools. “Our goal is always to be a high performing school district, and our 2016 APR score reflects the District’s focus on our mission and vision,” said Chief Academic Officer Nicole Whitesell. “We are certainly proud of our teachers and students, and FHSD will never stop working to provide high quality instruction to ensure that our students graduate with college and career readiness skills.”
The comprehensive MSIP accountability system outlines the expectations for student achievement with the ultimate goal of each student graduating ready for success in college and careers. The APR is intended to promote continuous improvement and innovation within each district. The MSIP 5 Performance Standards are designed to recognize the achievement and continuous growth of ALL students as they prepare for a global economy.
