The Francis Howell School
District will have two Title I schools identified as Schools in
Improvement. These schools are Central Elementary and Harvest Ridge
Elementary. The Department of Elementary and Secondary Education (DESE)
has posted on its website criteria that Central Elementary and Harvest Ridge
Elementary, and the district must follow to offer School Choice to their

Although requirements in the
offering of School Choice state that this must be done 14 days prior to
the beginning of the school year, Francis Howell has contacted DESE
concerning our school year as it starts before the 14 day period. Due to
the time frame that the testing information was released, it is understood
that Francis Howell will notify parents as soon as is possible and that school
will be started before the 14 day period has elasped.
Letters to the parents of these
two schools have been mailed and arrived starting on or shortly
after Aug 4, 2011. If a parent has not received their letter and
their child is enrolled at one of these two schools, please contact us at

In addition to School Choice,
under the No Child Left Behind (NCLB) Act, schools in second and subsequent
years of school improvement status are required to offer to eligible
parents and their children the option of using Supplemental Educational
Services (SES), usually provided in the form of after-school
tutoring. Eligible students are all students from low-income families who
attend Title I schools that are in their second year of school improvement, in
corrective action, or in restructuring. Eligibility is not dependent on whether
a student is a member of a subgroup that did not make AYP or whether a student
is in a grade that takes the statewide assessments.
If the funds available are
insufficient to provide SES to each eligible student whose parent requests
those services, a school district/LEA must give priority to the
